BOARD MEMBERS BIOGRAPHIES
David Fridley - President
David Fridley is employed by VDH as an Environmental Health Supervisor for the Three Rivers Health District, and has been with the Health Department since 1998. He is also an AOSE and a licensed lead risk assessor. He came to VDH from a position at the Aquaculture Center at the Virginia Institute of Marine Science. David graduated from the University of Virginia in 1990, at which he also attended graduate school until 1993. He and his family live on a small farm in Lancaster County and he enjoys gardening and hiking.
Richard P. Michelback - Vice President for Professional Advancement
Richard is originally from Long Island, NY. After graduating high school, he served as a cook and food inspector in the United States Marine Corps. After being honorably discharged from military service, Richard attended George Mason University on an athletic scholarship, and graduated with a degree in biology in 1994. He spent 5 years with the Fairfax County Health Department serving as an Environmental Health Specialist. For the past 7 years he has been working at the Alexandria Health Department as an Environmental Health Technical Specialist.

Richard lives in Alexandria and he has been on the board for several years. He is an avid golfer and enjoys playing guitar. He is a member of the National Environmental Health Association, a Registered Environmental Health Specialist (NEHA), a Certified Food Safety Professional (NEHA), a licensed Lead-Based Paint Risk Assessor, and an FDA-Certified Food Program Inspection/Training Officer.
Preston Smith - Vice President for Programs
Preston Smith has been working in the field of Environmental Health for over 21 years, He graduated from Dabney S. Lancaster Community College with an Associates degree (AS) in Wildlife Management. Later he obtained a BA from Warren Wilson College in Environmental Science/Forestry. Now with an MP from the University of Virginia; Environmental/Urban Planning, and a MPA in Public Administration from Virginia Commonwealth University, Preston works at the Virginia Department of Health, Office of Environmental Health Services, Division of Wastewater Engineering, as the Marina Program Manager.

Preston has been a member of VEHA since 2000.
Sarah Snyder - Vice President for Member Services
Sarah Snyder is originally from Northern Virginia, and graduated from Old Dominion University with a BS in Environmental Health. She has only been in the Environmental Health field for 6 years, with experience in public education on sewage pollution and illegal dumping, sewage sampling and analysis, solid waste analysis, and auditing. She is a REHS/RS working for the Norfolk Department of Public Health and focuses primarily on food, barber/ beauty, and hospitality sanitation, pool inspections, and rabies control and prevention. She is also working to obtain her CFSP.

Sarah has been a member of VEHA since 2000. Her hobbies include, accounting, hiking, biking, photography, art, music and lazy days at the beach.

Amy Pemberton - Delegate at Large
Amy Pemberton has been employed with the VDH since February 1, 1990, and since March of '06, has been working with the Peninsula Health District as an Environmental Health Supervisor in the Onsite Sewage and Water Program. She initially started her EH career with the Childhood Lead Poisoning Prevention Program as a lead inspector/risk assessor with the Crater Health District. After 3 years, she transferred within the Crater district to the Surry County Health Department, and worked as an EHSS covering all programs for the small rural community. She was appointed to the Virginia Sewage Handling and Disposal Appeal Review Board in December 2004. Amy has been a member of VEHA for many years and has served on the Board of Directors for the past 5 years.

Amy graduated from Virginia Tech in 1986. She currently resides on a small farm in Surry County, where she has spent countless hours remodeling! She enjoys spending time horseback riding, combing the beaches along the James river, and time with her family and friends.

Cecil Sink - Southwest Area Delegate
Cecil Sink is a native of Franklin County Virginia, a 1981 graduate of Franklin County High School, a 1985 Graduate of Ferrum College, of Ferrum, Virginia, with a BS Degree in Environmental Science.

Cecil has worked on the family farm, in the timber industry, as a Chemist for a Hazardous Waste Disposal company, operated a State of the Art industrial wastewater bio-remediation treatment facility, and for the past 18 years has been an Environmental Health Specialist with the Virginia Department of Health.

His professional credentials include VDH Current Concepts in Food Service, VDH Food Facility Plan Review training, VDH Onsite Wastewater System Soils Evaluation and System Design training, VDH Advance Soils School, DPOR Lead Inspector/Risk Assessor License, VDH Aerobic Wastewater Discharging System Regulations training, VDH Rabies Control Protocol training, VDH Private Well Program training, VDH Tourist Establishment Sanitation training, VDH West Nile Virus Monitoring training, as well as FEMA Bio-Terrorism Preparedness National Incident Management System training.

In the course of his job duties Cecil has performed onsite sewage disposal (septic) system soils evaluations and system design permitting and inspection, private well siting, permitting, and inspection, processed discharging sewage disposal system permits, permitted and inspected septage haulers, septage hauling equipment and septage holding Facilities, Public Food Establishments, Temporary Food Vendors, Hotels, Motels, Public Swimming Pools, Bed and Breakfast Facilities, and Public Campgrounds. He performs Lead Hazard Assessments, investigates a variety of citizen complaints relating to Public Health, and has reviewed AOSE soil evaluations, sewage system designs and AOSE permits, and reviewed plans for campgrounds, engineered wastewater systems, hotels, motels, Bed and Breakfast Facilities, restaurants. Cecil has participated in Foodborne and Waterborne Disease Outbreak investigations, in VHD West Nile Virus sampling and monitoring, and in a joint CDC/VDH/SDA Hantavirus outbreak investigation.

Cecil has worked for VDH in two Virginia Health Districts and in total of nine localities, having actually been stationed in four different local offices at various times. His current assignment is split between the Bland County and Wythe County offices.

Cecil has been active in the Future Farmers of America, where he earned the degree of State Farmer, the Virgina Jaycees, the Ferrum College Forest Fire fighting club, is a past President and past Vice President of the Pulaski County Kiwanis, and is currently an active Board Member of the Virginia Environmental Health Association.

Cecil is and avid hunter, fisherman, canoeist, and backpacker and currently resides in Giles County, Virginia with his wife Judy and their four children, aged nine through seventeen years.

Ed Dunn - Southern Area Delegate
Ed Dunn has been a VEHA member since 1990. Ed is the Environmental Health Manager for the Piedmont Health District and has been with VDH for 17 years, 14 with the Cumberland County Heath Department working in the Onsite Program and 3 in his current position. Prior to joining VDH, Ed served on active duty with the United States Navy as a Navy Corpsman [Medic] specializing in Preventive Medicine and Environmental Health [1977 to 1986] overseas, onboard ship, and stateside. He continued to serve in the Naval Reserve and retired from the Military in 2001. Altogether, Ed has 29 years experience as an Environmental Health Practitioner.
Eric Myers - Past President
Eric Myers graduated from Linchburg College with a B.S. in Environmental Science. Later he also obtained a Collegiate Teacher Certification for Mary Baldwin College. He has been working in the field of Environmental Health/Public Health for over 12.5 years. He is currently the EH Supervisor for Thomas Jefferson Health District. He has been certified as an REHS/RS. He is the Standardization Officer for his region and is also ICS-100 certified.

Mr. Myers has been a VEHA member for over 12 years and has served on the VEHA Board for 7 years. He has held many positions form Secretary, Delegate At Large, V.P. for Programs, to President with his term ending in the fall of 2006.

Eric enjoys gardening, working outside and spending time with his 3 kids and wife. Eric and his wife have spent one year in Uganda Africa teaching school ther and has returned to Uganda in 2003 and 2006 for short term mission projects.

Kim Cole - Secretary
Kimberly Cole is a recent graduate of Old Dominion University where she earned a BS in Environmental Health. During her time at ODU, Kim gained experience in the environmental health field through internships with the Hampton Roads Sanitation District and the Volusia County Health Department in Daytona Beach, Florida. Kim is currently employed by the Virginia Beach Department of Public Health as an Environmental Health Specialist on the on-site team.

Kim has been a member of VEHA since 2003 and currently serves as Secretary. In her spare time, Kim enjoys playing soccer and going to the beach.
Nicole Waddy - Blue Ridge Area Delegate
Beth Manghi - Capitol Area Delegate
Beth Manghi graduated from James Madison University in 1999 with a B.S. in Health Sciences and a double minor in Public Health and Nutrition.

Beth has been an Environmental Health Practitioner since 2002 when she began her VDH career as an Environmental Health Specialist in the Onsite Sewage and Water Program with the Chickahominy Health District (formerly the Hanover Health District). Currently, she holds her AOSE certification, and is the Onsite Technical Consultant for her District. She is an active member on the VCOWT steering committee and has stepped into the role of Capitol Area Delegate at the pleasure of the VEHA Board.

Beth is originally from New Jersey. Before coming to VDH, she spent time as a soccer coach and briefly played soccer abroad in Iceland. She continues to enjoy playing soccer, mountain biking, and working on her house and yard in Richmond, VA.
Dr. Anna Jeng - Tidewater Area Delegate
Dr. Anna Jeng has served as an assistant professor in environmental health science at Old Dominion University since 2004. Prior to joining ODU, Dr. Jeng served on the staff at Tulane University as a post-doctoral fellow and a research assistant professor. She has continued her association with Tulane University by serving an adjunct assistant professor. She received her B.S. in public health from Kaohsiung Medical University in Taiwan and her doctoral degree in environmental health science from Tulane University in 2002.

Dr. Jeng has performed research and authored a number of professional papers related to water and air pollution, environmental public health tracking and nanotoxicity. She has acted as the principal investigator on research projects and as a peer reviewer on articles for journals.

Dr. Jeng became a member of the Virginia Environmental Health Association in 2004. Also, she has been a member of the National Environmental Health Association since 1998. She is certified as a Registered Hazardous Substances Professional by NEHA and an Environmental Professional Intern by the Institute of Professional Environmental Practice.

Dr. Jeng resides in Norfolk with her husband and enjoys swimming, gardening and traveling.
Catherine Cummins - Delegate at Large
Catherine has over 25 years experience with the health department, and has worked in several health districts in Virginia. She is currently employed as a State Food and Dairy Consultant with the Office of Environmental Health Services, Virginia Department of Health.

She has been very involved with VEHA, and has served as President, Vice-President for Programs, Vice-President for Professional Advancement, and as a Delegate. She currently serves as Delegate-At-Large, and is the VEHA representative to the Virginia Food Safety Task Force. Catherine is a member of the National Environmental Health Association, and is a Delegate on the Board of the Virginia Chapter of the Central Atlantic States Association of Food and Drug Officials. In past years she received the NEHA Certificate of Merit, and was selected as the VEHA Environmental Health Professional of Year in 1998.

Catherine is also a member of Altrusa International, Inc. of Charlottesville, Va., the oldest service club in the world for professional women. She currently serves as President, and District Communications Chair. An avid reader, in her spare time she enjoys scuba diving, camping and fishing.
